The Securities and Exchange Commission said Thursday that Charles Cain is the new Chief of the Enforcement Division’s Foreign Corrupt Practices Act Unit.
Cain has served as Acting Chief of the FCPA Unit since April 2017.
He replaces Kara Brockmeyer as head of the 38-lawyer FCPA group. She left the SEC in April and joined Debevoise & Plimpton as a partner in its DC office. Brockmeyer led the FCPA unit from 2011.
Cain graduated from GW Law in 1997 and joined the SEC in 1999 as a Senior Counsel.
He was Deputy Chief of the FCPA Unit for nearly six years before becoming Acting Chief in April.
Cain was a co-author of the Resource Guide to the U.S. Foreign Corrupt Practices Act.
Steven Peikin, co-leader of the SEC’s Enforcement Division, said: “Our anti-corruption program under our Foreign Corrupt Practices Unit remains a top priority for the Enforcement Division.”
“Charles ‘wrote the book’ on the Foreign Corrupt Practices Act and his strong leadership ensures that the great work of the FCPA Unit continues,” Peikin said.
Cain said, “It’s an honor and privilege to be selected to lead the enormously talented and dedicated people in the FCPA Unit. I look forward to building upon the important work the unit has done to combat corruption and level the playing field globally.”
