Job Title: Vice President, Political Law
Reports To: SVP, Global Anti-Corruption and Sanctions Officer

Purpose of Job: The Vice President, Political Law is a member of the Business Integrity group, which is part of Fidelity’s Enterprise Compliance Department. The Political Law group executes Fidelity’s compliance activities related to political contributions, political activities, and legislative and procurement lobbying. The Vice President, Political Law provides leadership regarding the political law compliance program, policies, procedures, controls, and risks by managing both advisory and operational program activities for the firm.

- Manages a small professional staff, including determining and supervising day to day activities and long term projects, goal setting, performance management and assessment, and career development
- develops, recommends, and implements the firm’s political law compliance program, including setting strategic direction and determining business plans and budgetary needs
- understands and provides guidance regarding relevant laws and regulations pertaining to pay to play and campaign finance, and formulates the firm’s position on political law matters
- conducts appropriate analyses to compare existing processes against best practices and recommends and implements action plans
- evaluates and advises on political law risks that existing and contemplated activities present and develops compliance policies, procedures, and controls to address such risks
- maintains the firm’s political law policy
- sets the standards for and supervises the firm’s program activities, such as preclearance of corporate and individual political contributions and activities, filing required reports, managing covered and restricted person designations and processes, identifying and performing detection controls, participating in remediation efforts, administering sanctions for policy infractions, and employee certifications
- works closely with and provides compliance support to the firm’s Public Affairs Group
- supports business unit activities such as reviewing RFPs and contracts for political law provisions, leads a group of business unit designees for political law compliance, and reviews business unit policies and procedures impacting political law compliance
- manages awareness campaigns to foster understanding of and compliance with the policy
- develops enterprise-wide and business-specific political law on line training and develops and delivers in-person training on political law compliance issues as appropriate
- develops and maintains guidance on various political law issues, such as new rule implementations and rationales for program activities
- serves as a central point of escalation on political law issues for risk and compliance units throughout the enterprise
- participates in relevant industry activities, including drafting comments on proposed regulations and benchmarking best practices among counterparts at other institutions
- manages responses to audit and regulatory inquiries
- participates in various cross-firm forums, such as relevant stakeholder groups
- identifies issues of concern and escalates matters as appropriate
- identifies matters that require legal advice and consults with FMR LLC Legal
- otherwise supports political law and other compliance activities as needed
Experience and Skills:
- undergraduate degree (law degree highly desirable)
- significant expertise and experience in law and/or compliance, preferably with a strong focus on political law compliance activities and financial services experience (typically 10 years of experience or more)
- thorough understanding of compliance programs, both analytic and operational
- outstanding analytical, regulatory interpretation, research, oral and written communication, presentation, influence and organization skills
- sound judgment to assess risks and identify items requiring escalation
- ability to work independently and under pressure and handle multiple tasks and priorities
- ability to master quickly and navigate a complex legal and organizational structure
- ability to absorb complex, interrelated and ever-changing regulatory requirements and interpretations and find practical solutions to compliance challenges
- strong commitment to accuracy and excellence
