Kong reportedly helped a Guangdong-based pharmaceutical company win a contract to supply animal vaccines and influenced local SOEs to deposit money with Qilu Bank on behalf of a Shanghai-based investment management firm. Wang was Liu’s assistant since at least as far back as 2003.
