Light sentences for Stuart and Rose Carson

The former CEO of Control Components Inc. was sentenced to four months in prison yesterday and ordered to pay a $20,000 fine.

Stuart Carson, 72, of San Clemente, California, pleaded guilty to one count of violating the FCPA. He had faced up to ten months under his plea agreement. He must also serve eight months of home detention

His wife, Hong Rose Carson, 48, the former sales director for CCI who also pleaded guilty to one FCPA count, was sentenced to six months home confinement, fined $20,000, and ordered to perform 200 hours of community service.

Prosecutors had recommended home confinement and no jail for Rose Carson because she ‘was born in China and lived there until age 26, and lacked the American education and early business training of her co-defendants.’

The Carson’s sentences were handed down by Judge James V. Selna in federal court in Santa Ana, California.

Prosecutors also cited Rose Carson’s cooperation and willingness to testify against other CCI defendants before they pleaded guilty.

In 2009, CCI pleaded guilty to violating the FCPA and the Travel Act. It admitted bribing foreign officials in a decade-long scheme to secure contracts in about 36 countries. CCI’s three-year plea agreement imposed a criminal fine of $18.2 million and required appointment of a compliance monitor and cooperation with the DOJ’s investigation.

CCI designs and makes valves for the oil, gas, nuclear, coal and power plant industries. It is owned by British-based IMI plc, which trades on the London stock exchange.
